Yoram D.
Co-Founder & Lead Investigator
Yoram began his training as a private investigator in the early 1990s, after serving in the Office of the Prime Minister. Over more than three decades in the field, he has led countless investigations across Israel and managed complex international cases spanning multiple continents.
Among his roles, Yoram has managed an investigation firm, served as a supervisor for trainee investigators on behalf of the Licensing Committee for Private Investigators at the Israeli Ministry of Justice, and conducted training sessions for U.S. security agencies. He was awarded a citation from the Israeli government for his special contribution to the country’s counter-terrorism efforts.
Yoram is also a recognized expert in genealogical research.
Shai H.
Co-Founder & Head of Field Operations
For Shai, the work of a private investigator is part of his DNA. His mother spent 20 years working at a private investigation firm, and Shai began joining her on the job at age ten – sometimes playing a role in a cover story, always learning the craft from the inside.
After serving as a combat soldier in the Paratroopers Brigade, Shai began his professional career at a private investigation firm. Over the past decade, he has specialized in surveillance, undercover investigations, locating individuals in Israel and abroad, and financial investigations.
Today, Shai leads the firm’s operational division, with a focus on surveillance and field investigations.

How We Started and Who We Work With
In early 2019, Yoram and Shai joined forces to establish Oscar Investigations – a firm that combines classical private investigation work with specialized expertise in cases that take place within Israel’s closed communities, including the Arab sector, the Bedouin diaspora, the Haredi (Ultra-Orthodox) society, and rural areas.
The firm operates under a license from the Israeli Ministry of Justice, and every investigator on our team holds a valid private investigator’s license.
Our clients include government ministries, corporations, and institutional organizations, as well as many private clients in Israel and worldwide. Our experienced team handles every type of private investigation, with particular expertise in surveillance, infidelity investigations, locating individuals, background checks, financial investigations, and intellectual property cases.
